Public Access to Legislation Project.

Interim Website of New Zealand Legislation   provides free public access to unofficial versions of New Zealand statutes (Public, Local, and Private Acts) and Statutory Regulations. You can search and browse this material free of charge.

The Regulations Review Committee Digest provides an analysis of the role and use of regulations in New Zealand, with particular focus on the work of the Regulations Review Committee. The Digest answers questions such as 'what are regulations?' and 'why are they necessary?' as well as providing a summary of the different types of Parliamentary and non-Parliamentary scrutiny of regulations.

Legislation Out of Reach In 1990 with the privatisation of the Government Printing Office, GP Print was awarded the contract for the printing and distribution of all legislation and Parliamentary publications. GP has made available the Legislation Collection Online. This includes :

  • All Acts fully or partially in force since 1837
  • All Regulations fully or partially in force from 1989, with further retrospective additions ongoing back to 1987
  • Bills are available from 1990, with explanatory notes from 1987
  • Supplementary Order Papers (SOP's) available from February 1995
  • Hansard Available from 1987.
Note that a Bill is a legislative proposal to the House of Representatives. After it passes through all the stages of the Parliamentary process it is assented to (signed) by the Governor-General and becomes an Act.
The GP Legislation database contains all the Bills as they appeared before the House in the first, second and third readings as well as Supplementary Order Papers which might have altered the Bills. It also contains the Acts including amending Acts.

The access charges continued to be rather steep, even for a user pays democracy - $300 per month for a subscription or $3.00 per search + $2.00 per document.

On 9 December 1996, GP Print and The Knowledge Basket announced that free access would be provided to New Zealand Legislation, including Hansard, Acts, Regulations and Bills, using the GP Prints Web Site on The Knowledge Basket.   Users can now browse through the full text of all legislation currently in force.   They can also search, for a fee, the Hansard database, the weekly transcript of the dabate in the House of Representatives and the daily written and oral questions asked of ministers and members.
