In 1967 the Woodhouse Commission concluded that a comprehensive, no-fault accident compensation scheme would result in fair accident compensation for New Zealanders and would be less of a financial burden on society than the existing common law system. The first Act introduced in 1974 established an Accident Compensation Commission. All would be entitled to compensation following accidental personal injury, in return, the common law right to sue for damages for personal injury in a New Zealand Court was abolished.

In Bringing Home the Cup, an article published in the Christchurch Press in September 1995, Michael Carter looked back to 1984 when the Fourth Labour Government came to power in a snap election. They inherited control of country whose economy had been devastated by years of mismanagement. Aided by a willing and able bureaucracy, they set about implementing an ambitious programme of economic reform.

In July, 1985, French secret service agents entered New Zealand. They blew up and sank the Rainbow Warrior in Auckland harbour. One crew member was killed. The remains of the Rainbow Warrior were towed to the Cavalli Islands and sunk to become a marine reserve and an attraction for divers.
